All Washington State High School rules apply unless changed by the TCYFL

A: SUPPLEMENTAL RULES FOR JV, VARSITY, AND SENIORS. The board has the option to alter the Supplemental Rules, but all teams or coaches impacted by the changes need to be notified in advance of said changes.

 SR-1: Persons are eligible to play in the TCYFL if they are 7, 8, 9, 10, 11, 12, 13 years old on July 31st of the playing year. Players have eligibility to play seven years.

 SR-2: Each player must participate in 10 or more practices before playing in a game. All players who attend the required number of practices can participate in the game each week.

 SR-3: Practices may start no earlier than Aug. 1st, and no contact sessions may occur before three non-contact sessions have occurred. A minimum of two practices, and a maximum of three, shall be conducted each week during the entire season. Each practice shall be no more than two hours duration. Coaches may opt to conduct one practice week consisting of four practices of no more than two hours duration each, prior to the beginning of league play. During the week of the Jamboree, three practices consisting of no more than two hours may be conducted in addition to the Jamboree.

 SUPPLEMENTAL RULES FOR J.V., VARSITY, AND SENIORS CONTINUED

SR-5: Weights determined at the official weigh-in are determined by a league official scale only. The weight printed in the TCYFL season program (with exception of typographical errors) will be considered the players official weight for the entire season. Head coaches should be sensitive to excessive weight gain by players. For the senior teams there is no maximum weight. Any player that does not have an official weight may not play in any game.

SR-6: DEFENSIVE WEIGHTS, Any player over 120 lbs. on Varsity or JV must play within 3 yards of the line of scrimmage at the snap of the ball. This does not pertain to senior league, however if the senior player weighs over 200 bs. he/she must play between the tackles.

SR-7: Kickoff and Kickoff Return Teams will include no players who weigh more than 120 lbs. If your team does not have enough players under the limit, the next closest person in weight may play but he must be on the front line. The seniors have no weight limit for being on the kick-off team.

SR-8: Prior to the contact sessions, each player must have a mouth guard in order to practice.

SR-9: Teams must use footballs that are brown with white stripes. Minors will use youth sized footballs, all other teams will use intermediate sized footballs. If during a game a team does not provide the proper sized football for their teams se they must use the other teams football providing it is the proper size.

SR-10: For Seniors, Varsity, and J.V., a game shall consist of four 8 minute quarters with 1 minute between quarters and 5 minutes between halves.

SR-11: Official games ending in a tie at the end of regulation time shall be settled through a “Kansas City Tie Breaker” to be administered by the senior official present at the game. Play shall commence from the 10 yard line. There will be a maximum of 3 overtime periods. If there is no winning team after 3 overtime periods the game will end in a tie.

 SUPPLEMENTAL RULES FOR J.V., VARSITY, AND SENIORS CONTINUED

SR-12: A Team has the option of kicking, running or passing to try for the point after touchdown. A successful run or pass is awarded one point; a successful kick from a placement is awarded two points.

SR-13: Mercy Rule, if a team is ahead by 21 points or more we will have a running clock from the start of the second half. If both head coaches agree the running clock can be started in the first half.

SR-14: All touchdowns shall be followed by a PAT attempt even though the out come of the PAT has no effect in determining the winner of the game. This rule shall remain in effect as long as points scored against during the season decide ties in the league standings.

SR-15: All participants will play a minimum of eight plays per game providing they have met team practice requirements, or unless the player is injured, removed disciplinary reasons, or if the player opts not to play.

SR-16: Due to insurance concerns there shall be no non-participants past the inside edge of the running track surrounding the playing field. When playing on fields with grandstands all non-participants shall remain in grandstands

      B: SUPPLEMENTAL RULES FOR MINOR LEAGUE

SRM-1: No defensive player may line up directly over the center or in either gap to    the centers right or left. The defensive line will have no more than six players on the line of scrimmage. Linebackers and defensive backs must be four yards from the line of scrimmage and may not move forward until the snap of the ball. This is a 15 yard unsportsmanlike conduct penalty if the rule is violated.

SRM-2: Kick-off situation will be substituted with the offense starting at their own 35 yard line 1st and 10. Punting is allowed.

SRM-3: One coach is permitted on the field while the game is being played. He may be in the huddle.

SRM-4: Time between plays is 35 seconds and will be strictly enforced.

SRM-5: A game will consist of two twenty minute running clock halves. Halftime will last 5 minutes. There will be two time outs allowed per half.

SRM-6: Each player will play a minimum of 8 plays per game providing they have met team practice requirements, or unless the player is injured, or removed for disciplinary reasons, or if the player opts not to play.

SRM-7: A referee or designated individual will keep the official game clock unless the facility offers one.

SRM-8: The coaches of the last game shall clean and return the field to pre-game condition.

      B: SUPPLEMENTAL RULES FOR MINOR LEAGUE

SRM-9: During game play fumbles can be advanced.

SRM-10: If a team is ahead in score by 12 or more points with less than two minutes remaining in the second half, that team cannot use their timeouts

     C: SUPPLEMENTAL RULES FOR CHEERLEADERS

SRC-1: All cheerleaders will observe the same attendance requirements as the team’s     players.

SRC-2: Cheerleaders will comply with the same registration requirements as players.

SRC-3: Cheer Squads will be limited to no more than 20 cheerleaders per single. Ten cheerleaders may be added with each additional coach.

SRC-4: All franchises will have a designated Head Cheerleader Coach.

D. PLAYER/CHEERLEADER

TCYFL coaches are responsible for the actions of their teams while in uniform, both on and off the field while engaged in the TCYFL activity. Any report of misconduct of the players/cheerleaders that is not considered in the best interest of the TCYFL is to be forwarded in writing to the TCYFL board of directors. The board of directors will give the matter immediate attention to resolve the matter. A decision will be made within one week of the incident, and the offending players/cheerleaders will be advised of the decision.

E: SUPPLEMENTAL RULES FOR EJECTION OF PLAYERS/CHEERLEADERS OR COACHES

SRE-1: The ejection of a player from a ball game will result in the following: Any player/cheerleader ejected by a referee from a regular season game will be ineligible to play in the team’s next league game. The ejected player will remain on the bench throughout the penalty game. Coaches shall make this rule clear to all players prior to the start of the season.

SRE-2: The ejection of a coach from a ball game will fall under the leagues three-strike policy.

F: SUPPLEMENTAL RULES FOR REFEREES

SRR-1: Official referees will be contracted by the TCYFL. A minimum of two referees are to be assigned for each game.

SRR-2: In the event of official referees not showing up the Field Marshall will work with the head coaches of both teams to try to find one or two impartial officials. If no officials can be found or if the head coaches do not agree with the volunteers, the game will be cancelled and rescheduled.

SRR-3: If a game is canceled by the league due to inclement weather or no officials, it may be rescheduled during the practice week with coaches officiating.

G: INJURY POLICY

1. It is the policy of TCYFL to encourage safe play and to avoid injuries and accidents.

2. Coaches will have a first aid kit and basic knowledge of first aid.

3. Coaches or their designated assistants shall treat any minor injury which requires a bandage tape and/or ice pack. Any injury requiring additional attention or treatment shall be referred to medical professionals through Thurston County Medic 1.

4. The first aid kit will contain disposable rubber gloves for the treatment of open wounds.

5. If a player/cheerleader sustains an injury that stops the game or if a player requests help, the coach will render aid to the player. The coach will determine the nature and severity of the injury. If the player/cheerleader has a minor laceration or abrasion and simple bandaging can control the bleeding, the coach will treat the injury. If a player/cheerleader receives a minor strain or sprain and the injury  can be treated with ice, the coach will treat the severe bleeding, possible bone fracture, dislocations, 911 shall be called for emergency medical assistance.

6.All incident/accident reports shall be reported to the League within 48 hours of the incident/accident.

7. Any player requiring treatment from a medical professional must have a medical release before the player may be allowed to practice. A copy must be sent to the league.

     A.  TEAM COMPOSITION;

  1. Individual team sizes shall be limited to a minimum of 14 players and a maximum of 27 players. If registration numbers for a team exceed 27 players, that team must divide into 2 teams of at least 14 players each.

     B.  TEAM DIVISION FOR EACH AGE GROUP:

II.  SIGN-UP POLICY AND PROCEDURES CONTINUED

C: RETURNING FOOTBALL PLAYERS AND CHEERLEADERS: 

<!--[if !supportLists]--> 1.      <!--[endif]--> Both players and cheerleaders are assigned to the same team from the

previous year unless released by the coach or by a player’s own request and such

request is approved by the board.

2.   No team shall consist of more than three players on each team from out of district

and those players must be children of a coach. If a player is returning the next year his parent must still be a coach to play for the out of district team. If not the player will return to his or her district team.

3.  A coach is defined as a person who has completed the coaches certification and        

            attends a minimum of 2 full practices per week.  

4.   Any player/cheerleader attending private school or being home schooled shall      

      play for their local public school district based on physical address.

5.   The Head Coach shall choose the Varsity teams form 10 and 11 year olds and the  

JV teams from 9 and 10 year olds. These rosters must be set by the first game and       cannot change for the rest of the season.  You may not bring a player up or move one down after the start of the first game.

<!--[if !supportLists]--> 6.      <!--[endif]--> Senior J.V. teams shall consist of 12 year olds or younger. An 11 year old may      

      play if he is over 165 lbs. and has coaches ok and parents permission.

<!--[if !supportLists]--> 7.      <!--[endif]--> Senior Varsity teams shall consist of 13 year olds or younger.  A 12 year old may play with the coach’s ok and parent’s permission.

<!--[if !supportLists]--> 9.      <!--[endif]--> Player/cheerleader candidates shall sign up on the form provided by the TCYFL.

     10.  Each Franchise Head Coach will supply a list of out    of district players and their      

            out of district coaches to the League Vice President of Rules one week prior to the

            Jamboree.
